[I] proposal: allow proxy_next_upstream directive [apisix]

### Description
related: #4960 #10457
now the apisix balancer works likes nginx default config: `proxy_next_upstream error timeout;`.
add proxy_next_upstream directive in apisix config may allow some custom retries behavior.
but the question is this directive may take effect in all routes object.
any idea?

I had test it in my local environment, it seems that we need to configure this directive first, otherwise we couldn't in balancer stage. so I not sure if we can implement it via configuration variable from the yaml file.

we might want to implement this feature by code using a configuration variable from the yaml file instead of using the directive. But this is my opinion, let's wait for what others have to say.
