[PR8681|https://github.com/apache/beam/pull/8681] introduced a new flag `enable_health_checker` to allow Python streaming jobs running SDK versions <= 2.13 to run on Dataflow. Once Python SDK 2.13 becomes unsupported, this flag can be cleaned up, and Dataflow will always enable health checker by default.
