HTTP User Parameter Modifier using user.xml

When using HTTP User Parameter Modifier using the user.xml for userid/password 
not working according to the round-robin.
example:
There was a Thread Group with 10 number of threads in a test paln for HTTP 
login with userin/password. The user.xml file was modified to have 10 different 
userid/password in the file. When the testing was run it's users randomly the 
users, some time it's users the same users multiple time. How can we force it 
to users only one user for one thread.
