No matter what "create" tag you give it to secondaryGroupExistingQueue rule, this rule won't create a queue if it doesn't exist. 
<rule name="secondaryGroupExistingQueue" create="false" /> and <rule name="secondaryGroupExistingQueue" create="true" /> are the same.

We need to document this.
