rationale for mandatory RESTRICT on execute revoke?

Hi,

For the roles work, when a role grant is revoked, several kinds of
privileges conferred by that role grant can be impacted.

I was wondering what the rationale is/was for only allowing RESTRICT
in the case of revoking an execution privilege (and conversely, for
*not* allowing it on other privilege revokes).
