Steps to reproduce:
1. Go to Customize Services step
2. Open Manage Config Groups dialog
3. Create new group
4. Click "plus" button to add hosts
Result:
Select Configuration Group Hosts dialog display only hosts which loaded to model, not all hosts of cluster.
Expected: 
Select Configuration Group Hosts dialog display all hosts of cluster.
