Description:
do a maven site:generate on a project with no contributors.

View the Project Info --> Project Team report.

In the first section there is the sentence:

"The team is comprised of  Members  and  Contributors  . Members have direct access to the source of a project and actively evolve the code-base."

The word Contributors is a hyperlink to the contributors section. 

Since there are no contributors there is no section so the hyperlink does not go anywhere.

RFE - Add the contributors section even and state that there are no contributors recorded. I suggest this and not removing the link because the link is information we don't want to lose.
