Before we can hook this script to the CI, we need to fix a few things with the script

1) Build executables for prev and next versions instead of expecting them to be present

2) Dockerize it

> We should add execution of the {{support/test-upgrade.py}} script to the ASF CI runs. This will require having a build of a previous Mesos version to run against latest master; perhaps we could cache builds of the last stable release somewhere, which could be fetched and executed against CI builds.
