(was: Resolution of URIs happens on use in triples so it does not matter if the prefix is relative from the point-of-view of triple generation. But for the RDF/XML writer, needs absolute URIs in the prefix map - the prefixes should be absolute URIs when in the prefix mao anyway.
(delayed resolution on the prefix part is potential wrong for other reasons - the base may change within the file).
