Using the (e.g. Win-) [Installer|https://www.apache.org/dyn/closer.cgi/netbeans/netbeans/11.3/Apache-NetBeans-11.3-bin-windows-x64.exe] with JDK 14 leads to:

An unexpected exception happened in thread main java.lang.NoClassDefFoundError java/util/jar/Pack200{noformat}

(Same issue as with a <1.5 JDK, but the restriction on JDK 14 at least should be mentioned, when not fixed.)
