0.14 release update - upcoming dates

Hi, everyone.  Some important dates are quickly coming upon us.

   Alpha - 19 October, in less than 2 weeks
   Beta  -  2 November, in about 4 weeks

Alpha is the last chance to land major new features or improvements, ones 
that affect the release distribution or are otherwise disruptive in 
nature.  Most features fall in this category.  Beta is the cutoff for 
features that are isolated and won't destabilize the release.

With the beta, we branch for release, and all release-branch fixes require 
review and approval.

If you have features or improvements you want to introduce for Qpid 0.14 
and you're not sure whether they meet the alpha or beta criteria, let's 
talk about it on the list.
