iis-tomcat stall

using nt4.0/iis and tomcat - jsp responses get sent to client browser but
browser stalls - then hit stop and page is displayed.  Tried setting
content-length to -1 and had mixed results.  The IIS 3.0 is using http 1.0.

any suggestions.
