In order to implement the plugin refactoring in QPID-4335, some system test reorganisation is necessary.
# The system tests should depend on jars rather than classes. This is generally desireable, but is particularly useful now so that the new plugin design using ServiceLoader will work within system tests.
# Now that we're planning to not use OSGi, the systest dependency on various modules now needs to be explicit.
