[GitHub] incubator-beam pull request #1473: Adds TransformEvaluator.startBundle()

    Adds TransformEvaluator.startBundle()

    For symmetry with finishBundle() and to allow decoupling creation of
    a ParDoEvaluator from the time it calls fn.startBundle().
