trouble starting server

I am trying to install Jakarta on windows 2000.  I have unzipped the zip and
added a TOMCAT_HOME and a JAVA_HOME, but when I run startup I get an error
that says

The system cannot find the batch label specified - startServer.

Any help would be greatly appreciated.

Something is wrong with your tomcat.bat file.  I'm not sure which version
you're using, but there should be a line that looks like ':startServer'.
This is the batch label it's referring to.  After this line are the commands
necessary to run tomcat in a new window.  Try the attached file or
re-download tomcat.
