[kafka] Build metadata views directly from cache fields

Remove the MetadataCacheState wrapper and capture the routing snapshot
and table property cache together under metadataLock when constructing
MetadataView. Authorization and response conversion use the captured
immutable view after releasing the lock.

Validation: 127 cache and Kafka tests passed, along with Spotless,
Checkstyle and RAT checks.
