I'm fairly sure that el-api.jar *should* be exporting the jakarta.el package,
as it's actually the *definition* of that package and its APIs. If it didn't
export that module, it would be useless.

I don't see tomcat-embed-core exporting jakarta.el.

Can you confirm which of your JAR files seems to have the incorrect export?
