   ### Self-stored logs design document
   
   Adds `docs/design/0.12.0/self-stored-logs/README.md` and lists it in the 0.12.0 index.
   
   BanyanDB self-stores its metrics into the `_monitoring` group but has no equivalent for its own logs: `pkg/logger` writes to a single `io.Writer` fixed at `logger.Init` time, so logs leave on stderr and are gone when a pod recycles. The document specifies a second, optional destination — native self-storage into a `_monitoring_log` stream group, behind `--logging-native-enabled`, alongside normal logging, which is never disabled.
   
   It covers the per-role log destinations, the writer seam and level semantics, the schema, the in-memory buffer and its adaptive memory budget, routing and shard selection, failure modes, and the four delivery phases.
   
   - [x] If this is non-trivial feature, paste the links/URLs to the design doc.
   
     The design was settled on apache/skywalking#14076, which carries the discussion behind each decision. This PR adds the resulting document to the repository.
   
   - [ ] Update the documentation to include this new feature.
   
     Not yet — `docs/operation/observability/logging.md` gains the `--logging-native-*` section when the implementation lands.
   
   - [ ] Tests(including UT, IT, E2E) are added to verify the new feature.
   
     Documentation only; no code in this change. The document's testing strategy section lists what the implementation will need, starting with pinning the current `pkg/logger` behaviour before it is modified.
   
   - [ ] Update the [`CHANGES` log](https://github.com/apache/skywalking-banyandb/blob/main/CHANGES.md).
   
     Not applicable to a design-only change — happy to add an entry if you would prefer one.
