the build hangs at this point. It appears there might be a difference between the expected file size and the downloaded file size, but no warning/error messages appear, the build just hangs.

Hello Robert,
Unfortunately I am no longer able to reproduce the issue since we now release to Maven Central via Sonatype OSS Nexus, which doesn't use scp for the deploy step.

I'd appreciate comments answers there to make progress in getting this BR closed. Chance are the 2.10 fixes this but at this point the wagon doesn't get activated at all any more.

I guess the problem has to do with the scp-protocol. Is there a reason why you're not using a [repository manager](http://maven.apache.org/repository-management.html)?
try running `mvn deploy --debug` (from root to deploy a SNAPSHOT-version or from ./target/checkout to deploy a release-version)

Maybe you could try to reproduce this line:
scp://cloudportal.open-bio.org/home/websites/biojava.org/html/static/download/maven/org/biojava/biojava-legacy/1.8.6-SNAPSHOT/maven-metadata.xml
It is a shot in the dark, but **I think** what it doing is downloading via scp the
`scp -vvv mheuer@cloudportal.open-bio.org:/home/websites/biojava.org/html/static/download/maven/org/biojava/biojava-legacy/1.8.6-SNAPSHOT/maven-metadata.xml .`
The -vvv is the highest debug level for scp if I recall correctly.
Just my 0.02 cents or BRL :)

AFAIK we still haven't isolated the cause. And I don't yet understand how switching from Maven changes behavior, where everything possible version is locked.
Here are things I'm thinking of:
- using project extensions as described at http://blog.soebes.de/blog/2015/03/17/apache-maven-3-dot-3-1-features/
- (Subject still describes that it is a maven-release-plugin, but we're sure it is not right?)
- Create a small executable jar with a dependency on a specific version of wagen-ssh to confirm it is indeed wagon-ssh. (or jsch).

So this issue occurs since Maven-3.2.1, which really seems to be related to MNG-5559. Up until then Maven was using wagon-2.4. Version 2.7 has been released in the meantime, does that solve the issue?
You can simple do that by dropping these wagon jars in `apache-maven-3.x.y/lib/ext`

The issue got worse again. mvn hangs on running scp but this time there is no message at all. The famous (x/x-1) message is not shown any more. wagon-ssh 2.10 is configured.
Downgrading to mvn 3.0.5 (sigh ...) fixes the issue

Thank you for the quick reply.
The biojava project has its own Maven repository because it depends on non-Maven Central artifacts and we haven't found time to migrate everything over to Sonatype OSS Nexus. As for why we don't run Nexus or something similar as our repository manager, that is a fair question.
This may be a problem with scp but I find it odd that download/upload works ok for biojava-legacy-1.8.5.pom and then hangs on the second file.
Travis CI run at/around the same time I was attempting to perform this release

Does it modify maven-metadata.xml in some way? I wouldn't think it has write permissions to our repo.

With Apache Maven 3.3.3 with wagon-ssh 2.9 the behavior got worse. There is still a hang but it doesn't show the obviously wrong 1014/1013 byte message any more when hanging.
The environment ist Mac OS 10.9.5 Oracle Java 1.7.0_51 with a Macports based maven.
Again downgrading to 3.0.5 fixes the issue.

If I'm correct you must have specified specific wagon-ssh to be able to deploy with scp. Could you try [a different version](http://maven.apache.org/wagon/index.html)?

It turns out the successful biojava version 3.0.8 release was performed with maven version 3.0.4.
I tried the biojava-legacy 1.8.5 release with maven version 3.0.5 and was also successful (see attached release-perform-3.0.5.txt).
This identifies a regression, although if that is in maven proper, or wagon, or wagon-ssh, or release, or deploy I cannot say. I would appreciate advice on what to do next with this issue. Thank you.

The 1.8.5 release has a dependency on wagon-ssh version 2.6
