default encoding

i see lots of iso-8859-1 in our xml files. shouldnt we use UTF-8
everywhere? are there downsides to being ready for asia? :)

Is there a relation between the encoding and unicode support?

-1 (downsides for umlauts)

Is there a need for standardizing?

it seems to me we will have problems once we try to run lenya
in a unicode environment, say to display japanese documents.
