Issue 917 - svn:executable and WebDAV

Just a short question about this, mainly directed at sussman. I
discussed this issue with him on IRC quite some time ago - but didn't
manage to file the issue until recently.

Basically the resolution then was that if the property is standard
enough, it should be implemented. And that sussman could implement it
in five minutes. He practically volunteered to do the job :-)

But that was back then and this is now. 

Anyway, the issue is now there - if someone wants to grab the
low-hanging fruit there - be my guest. If not, I'll probably take a
peek at it after I finish up on other stuff.
