Points to include:
* Contributor should create PRs for other branches as well or do cherry-picks
* Squash merge PR when submitting (problem: authorship not preserved)
* Length of commit message (GitHub like to break it to multiple lines. Configurable?)
* Ensure there's an associated JIRA for release note and precommit check
* Committers need to link their ASF ID to GitHub profile ([https://reference.apache.org/committer/github)]
* Notification for PRs
