The {{cpLock}} was introduced in HDFS-7097. Among all operations allowed on SbNN, some acquire this lock (e.g. {{restoreFailedStorage}}) and some do not, including {{metasave}}, {{refreshNodes}}, {{setSafeMode}}.
We should enhance the documentation around {{cpLock}} to explain the above. Also, maybe {{metasave}} and {{refreshNodes}} do not need fsn write lock?
