switching the console language bugs the jqueryUI datepicker component

We enabled switching the language of the webconsole but did nothing to ensure that JqueryUI localization will also work correctly. And it doesn't. In my experience when I switched the language, the date-picker component used to show some Chinese symbols.
So, when switching the webconsole language we must make sure to correctly select the JqueryUI locale.
