I don't have time this moment to edit the Solr release notes, but just
wanted to make a note that the Solr release notes only copy the upgrade
notes from CHANGES.txt and don't mention any new features, so we probably
want to make sure those are updated. It also mentions that the Solr Ref
Guide is available, which it may not be (it's not ready today!).

I'll try to make some edits when I can tomorrow, just wanted to note it
here in case anyone else has time to take a look before I can.
