can i make a config option un-orderable using price rules....

hi,

i wish to be able to configure services as config options where certain
services may not be orderable by people of certain roles like a CSR... what
would be the easiest way to achieve this?

as far as i understand, price rules have no effect on the availability of a
product or configuration option by only control its price.. what i want on
the other hand to be able to use a rule to disable the option from being
selected with a reason against the disabling for e.g. "CSR cannot select
this option", "this service is not available at your postal code" etc...

is there some builtin mechanism to achieve this?
