Fixes for the following JIRAs have been committed to the 1.16.0 release.

adaptor does not close listener connections when RX window is full

The issues fixed address a crash, data stream lockup, and a tool defect
that had no work-around.

Since there were other unrelated commits on main, a branch for the 1.16
release was created and the desired commits were cherry-picked onto it.
The new branch is named "1.16.x".

Please continue testing using the HEAD commit of this branch and report any
issues.  Next week a release candidate will be created from the HEAD of
this branch and the release vote will start.
