"Failed to start jmx connector" in OSGi container(Equinox)

When start a BrokerService, I got a WARN log saying:

JMX connector WARN 
(org.apache.activemq.broker.jmx.ManagementContext.run:135)     - Failed to
start jmx connector: Cannot bind to URL [rmi://localhost:1099/jmxrmi]:
javax.naming.NoInitialContextException: Need to specify class name in
environment or system property, or as an applet parameter, or in an
application resource file:  java.naming.factory.initial. Will restart
management to re-create jmx connector, trying to remedy this issue.

When I use Jconsole to connect this jvm, I still can find ActiveMQ's MBeans,
but no MBeans for queues
