We have many committers of the Directory projects which can't actually assign themselves to an issue from some of the Directory group JIRAs. This is a bit a limitation.

I also guess that there are other actions they can't do.

Sadly, I have not anymore access to the administrative part of the Users/groups in JIRA that I was granted 3-4 years ago.

Is this possible to check the roles and grants the committers have ?
