New description:

 This was requested by someone I know is interested in using Bloodhound
 (but not contributing here).

 The suggestion is to allow users to batch-create tickets by converting
 WikiFormatting lists into tickets by taking each list item as the summary
 for a ticket, and replace the list with links to the newly created tickets
 on success.

 I've attached a mockup of what this may look like, but we should consider
 using WikiMacros to display the list of created tickets instead, which
 would be better practice I think.
