DBTags build

Hi all,

I'm temporarily reverting DBTags to the old build
format.  I'm still working on the new XML for the
DBTags documentation, which has involved some
enhancements to the current DTD.  I expect to be done
soon, but in the meantime I'm getting a fair number of
bug reports for the missing TLD in the distro.
