Current UI wizard force you to add primary/secondary storage when creating a zone.
However, baremetal doesn't have these concepts, as a consequence, I am unable to create a baremetal zone in 4.1 branch.

as a fix, UI wizard should stop after filling up cluster information and go ahead to create zone if the hypervisor type is baremetal
