TS-4380: traffic_ctl support for server start and stop
Add ``traffic_ctl`` support for ``server start`` and ``server stop`` subcommands. Initially I thought that these weren't used, but the SaltStack traffic server module use them.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/jpeach/trafficserver jpeach/traffic-ctl-server-ops
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/trafficserver/pull/608.patch
To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:

TS-4380: Move ProxyShutdown to CoreAPI.cc.
ProxyShutdown is only used in one place, so there's no need for a
global symbol. Move it locally and make it static.

able to clear the cache, hostdb or both.

TS-4380: Initial traffic_ctl support for server start/stop.
Implement a basic version of the "server start" and "server stop"
subcommands for traffic_ctl. This brings feature parity with
traffic_line.
