* Version # (for first release):  2.1.1

* Name of downloads/distributions:
           apache-river-2.1.1-incubating-bin.{tar/zip}
           apache-river-2.1.1-incubating-src.{tar/zip}

* Top-level install directory:   apache-river-2.1.1/

Note:
   - the jar package names will still be jsk- and serviceui-  for this release.  We'll update to river-
     in a future release

   - updating documentation for this version, name change will happen via a different JIRA issue.

Updated version numbers, added ant targets ("release" and "build.release"--see doc/build.html), which will generate distribution zip files with the appropriate names, and updated the build.html file to reflect the new ant targets.

Due to a 100-character limitation with the tar ant task, the release build only generates zip files.  The tar issue will need to be investigated through a separate issue.
