External Schemas....

Hi,
     How do I handle external schemas?
I am getting this error:
C:\java\bpws4j-2_1\schema\bpel.xsd:0: error: Could not load resource 
"http://schemas.xmlsoap.org/wsdl/" (network downloads disabled).

Any help would be appreciated.
