   ## What changes were proposed in this pull request?
   
   Since Apache Spark 2.0.0, SPARK-14867 deprecated `--force` option and made it ignored. This PR cleans up the related code completely at 3.0.0.
   
   **BEFORE (Jenkins)**
   ```
   build/mvn --force -DzincPort=3374 -DskipTests -Phadoop-2.7 -Pyarn -Phive -Phive-thriftserver -Pkinesis-asl -Pmesos clean package
   WARNING: '--force' is deprecated and ignored.
   ...
   build/mvn --force -DzincPort=3374 -Phadoop-2.7 -Pyarn -Phive -Phive-thriftserver -Pkinesis-asl -Pmesos --fail-at-end test
   WARNING: '--force' is deprecated and ignored.
   ```
   
   **AFTER (Jenkins)**
   ```
   build/mvn -DzincPort=3374 -DskipTests -Phadoop-2.7 -Pyarn -Phive -Phive-thriftserver -Pkinesis-asl -Pmesos clean package
   ...
   build/mvn -DzincPort=3374 -Phadoop-2.7 -Pyarn -Phive -Phive-thriftserver -Pkinesis-asl -Pmesos --fail-at-end test
   ```
   
   ## How was this patch tested?
   
   Manually check the Jenkins logs.
