For associateIpAddress, provide the option to pass an ip address id (found via listPublicIpAddresses), rather than requiring auto-assigned IP. IP must be currently unallocated and pass sanity checks for the other options, for example  if associated to a vpc or a network the ip must be valid for those entities.
