Mark Miller resolved SOLR-12915.

    Resolution: Fixed

This didn't "fix" the tests - that's impossible without the fixing the system - but I did go from not being able to run ant test on a single machine to being able to loop it tons on 4-5 machines without almost any fails. Resolving, future work in future JIRA issues.
