   ## Description ##
   This pr completes the training and evaluation of the dcgan model.  reference to #12612 
   
   - Training can be done with dataset mnist or cifar10
   
   - hava finished code to calculate inception_score, tested with dummy data and cifar10
   
   - model trained with cifar10 can use inception_score for metric, and the inception_score curve is provided as a reference.
