> Currently the ambari-agent will fail tasks if it can't download the cache directory from ambari-server.  There is a 'tolerate_download_failures' setting that will make it ignore errors, but if the cache doesn't already exist locally, it just fails anyway because the files don't exist.  We should let the user configure ambari-agent to retry the download up to a certain number of times, with a reasonable default value.
