This conclusion is only for this dataset. It does not generically applicable to CC0 data and/or software, so there is no need to update the legal pages. The main concern is the provenance of this specific dataset - not necessarily the license in general. I've updated the title of this LEGAL issue to reflect the more relevant portions of the concern. Thanks.
