Log:
Something BenL and I had done some work on and I'm revisiting, we've blessed
sandbox/ as the official location of experiments and proofs of concept.

With the certification, at last, of openssl-fips-1.1.1, it's now worth revisiting
(this had stalled as the OpenSSL project withdrew their original 1.0.0 certification 
based on external feedback and variables).

Removed:
    httpd/httpd/branches/fips-dev/
