CompactorUtil is a CLI tool, yet it is in omid-hbase-coprocessor.
It also pulls Jcommander as a dependency, which is not needed for coprocessors

Move CompactorUtil  to omid-hbase-tools, and remove the jcommander dependency from omid-hbase-coprocessor.
