String Lookup Tables

String Lookup Tables where mentioned in thread on the developer mailing
list.  How are they configured, used in JSP, used in VM?

As an example: I would like to create two HelloWorld portlets, one with
JSP and the other with VM, that uses the user language to display
"Hello" in the correct language.
