INSTALL format

I'd like to work on a few very minor tweaks to the INSTALL file but
observed that it has very specific bullet, indent, and wrapping
styles. What editor & settings are used to produce this look? I looked
in hacking.html but didn't see anything obvious.

Sorry -- the indentation of individual bullet lines you have to do
manually.  But after that, auto-fill-mode or M-q should DTRT.

Emacs mostly Does The Right Thing in that file, I don't know about
other editors.
