   ### Motivation
   
   `log.retention.roll-active-segment.enabled` currently defaults to `false`. On low-traffic tables, an expired non-empty active log segment can remain active indefinitely when no new records arrive, preventing it from becoming eligible for remote upload and subsequent cleanup unless operators explicitly enable this option.
   
   Active-segment retention rolling should be enabled by default in 1.1 so that local log retention works out of the box for these tables.
   
   ### Solution
   
   - Change the default of `log.retention.roll-active-segment.enabled` to `true` and update its description and current-version documentation.
   - Keep explicit `false` settings and dynamic configuration updates supported.
   - Update existing regression tests to cover the enabled default, explicit disabling, dynamic toggling, and the existing TTL/high-watermark/upload boundaries.
   - Preserve the historical 1.0 upgrade guidance for clusters upgrading from 0.9.
