password change remotely

Hello,
I want to permit the users to change their passwords.
How can one user do this process using TortoiseSVN or other clients?
What do you advice me?

How are you accessing the svn ?

If you are using svn+ssh, users can change the
password after logging into the shell. Alternatively,
you can give them a web interface to change the shell
password. Check this
