Description:
As external script can be defined in html template, suggest to move some of the page-specific script links from layoutSettings.javaScripts to the html templates.

Also include moving from layoutSettings.styleSheets, VT_HDR_JAVASCRIPT and VT_STYLESHEET.

Used importLibrary js to load js / css files when needed.
