Description: We implement a MonitoredDynamicCounterGroup based on DynamicMBean to support ad hoc counters and metrics. E.g. we could use it to record the log category event number without predefined code or configs. We only add an abstract class in this patch. We have some internal counter groups and will probably contribute them later. [~lohit] inited and had contributed a lot to the feature.
