[maven-bug] Closed: (MAVEN-277) CVS changelog with a Windows CVS server and Beta-8

Altered the changelog plugin scm connection parser so that given a string
scm<delim>arg1<delim>arg2<delim>...

The delim is picked from the first character after "scm".

Hence a dos user could do...
scm|pserver|ted@bob.land.com|D:/fredroot/|dodgymodule
or similar
